PUBLIC WORKS PROJECTS
WHEN & WHERE FEASIBLE!

A lot of folks have talked about it, a lot of older-folks may even remember when it was first initiated in this country during the ‘Great Depression’ – but it all boils down to this question: 

WHAT WILL JUMP-START AN ECONOMICALLY DEPRESSED AREA?

The answer:  PUBLIC WORKS PROJECTS!

At the present time there are close to 100,000 once prosperous manufacturing plants now in a state of rust & decay that are actually being stripped of all their metal by folks in the inner-cities and sold for scrap so those folks can earn a living!  Where is the scrap-metal being sold?  IN CHINA where the Chinese are building all the factories for their citizens that were once operating here in America!  Is it their fault?  No, it’s the fault of the U.S. government for the past three decades for allowing and even subsidizing corporations to move overseas and take American-manufacturing plants with them.  Why?  So countries like China can ‘loan’ money to the USA to wage wars in foreign lands!  The factories from the USA are payback for the loans!  Yeah, it sounds crazy – and it is crazy politics, but whoever said that the various ruling-regimes in the White House in the last generation acted with any degree of Common Sense or on behalf of ‘We the People’?

Now let’s apply that scenario to this county.  Currently we have the lowest number of full-time residences since before the two-dams were built across the mountain in Bath County, Virginia.  And while politicians like former State Senator Walt Helmick promised in each of his re-election campaigns ‘jobs, Jobs, JOBS’ his political legacy shows a loss of jobs into the thousands & then some!  Remember when Denmar closed?  Hanover Shoe?  Howes Leather? Well those loses have just kept coming and what do we have left?  Snowshoe & roadside gas station convenience stores each pay a whopping ‘Minimum-Wage’ or thereabouts with little to no benefits!   

Meanwhile the county commission got a raise, gave one to county employees, gave one to law enforcement, and even plans to create ‘one-new-job’ for something called a “Water Resources Task Force Coordinator”.  Gee-whiz, didn’t someone in the Forest Service keep track of streams, rivers, ponds & such at one time?  And if this ‘new coordinator’ is anything like what former State Senator Walt Helmick turned out to be when he was the ‘Economic Coordinator’ for Pocahontas County – then we are really in trouble!  Walt was the one who released 13 Million gallons of toxic-waste from the Howes Leather ‘ponds’ into the Greenbrier River – and now he’s Commissioner of Agriculture!  Who would have thought?

At any rate, driving through Durbin or Marlinton these days can give anyone a quick-glance at poverty & depression first hand with more places boarded up than open!  Yeah, we can blame it on the fire – but is that really what is taking place?  Since Marlinton is no longer protected with any degree of ‘flood-insurance’ – what really will happen the next time the river rises and comes rolling down at 30-Million gallons per/minute?  Before that inevitable catastrophe occurs, wouldn’t it make sense to relocate all residential persons still in the Flood Plain to higher ground NOW?  There’s Brush Country, Edray, Beard Heights with a golf-course ‘Village Green’ – and these are just suggestions – since the reality is anywhere but remaining in the Marlinton Flood Plain!


Now for those who wish to keep their businesses in Marlinton, downtown can obtain a new designation as an ‘Industrial & Retail Park’, where folks can shop but not live in the path-of-danger – so there are options galore.  But putting carpenters, plumbers, electricians, cement-masons, roofers, and similarly talented persons to work at ‘Living-Wages’ for those trades instead of ‘Minimum-Wages’ would go a long way to lifting a lot of folks out of ‘poverty & pauperism’ and into ‘progress & prosperity’! 

How can something like this take place, you might ask?  Well, if NORMAN LEE ALDERMAN (Rep-SD) & PATTI HEINEMANN (Dem-ND) are elected to the county commission, let’s consider the following:

1.     There is still an accounting of all county-owned land that is necessary so we all can know just how much county wealth we still have available that has not been transferred to the GVEDC – and that which has been taken can be ordered given back!  Maybe, just maybe there is enough level land for folks to relocate onto!

2.   Also there are the hundreds-of-thousands of dollars that the GVEDC has taken from this county in violation of State Law – and that will come back upon demand!

3.   And let’s not forget the illegal activity taking place within the Pocahontas County Solid Waste Authority (PCSWA) whereby hundreds-of-thousands of dollars has been illegally taken from county residents by an unauthorized collections-agency – that too can come back in the form of TENS OF MILLIONS via a RICO / Civil Rights Citizen-Taxpayer lawsuit!

4.   Finally there are the tens-of-thousands of dollars that come into the county via the Hotel/Motel Tax provided from Snowshoe, Silver Creek, and all the other motels & bed & breakfast locations within the county!

5.    Why shouldn’t the general public benefit from Public Works Projects such as:

                Completion of the Durbin Library;
      Covered Pavilion for Farmers CO-OP;
        Relocating residents out-of-floodplain;
        Rebuilding businesses who wish to stay in
          Marlinton;
        Removal of leaking storage tanks & all tanks
          within a floodplain;
        Removal of all dilapidated buildings to beautify
          the county;
        The general beautification of the entire county; 
          and,
        Repair & replacement of county infrastructures!

6.   And let us not forget that public works projects can also include assisting Senior Citizens both inside and outside their homes like the Community Benevolent Societies once did for those who were sick or whose spouse had recently died!  Its time once again for a community of ‘People Helping People’!


All of these PUBLIC WORKS PROJECTS can be done for just the ‘Cost-of-Materials’ & the ‘Cost-of-Labor’, without having to pay any interest/usury to any predatory banks or lending companies.  It’s the public’s money – and it can be spent for public projects that assist the general public!  That’s why we need to FIRE THE GVEDC (Greenbrier Valley Economic Development Corporation) and replace it with a lawful Pocahontas County Development Authority (PCDA) of rank & file Citizens who will also place ‘The Common Good before Self or any Self-serving Special Interests’!

You take these Public Works Projects and add them to a Pure Water CO-OP where every landowner that has a Natural Fresh Water Spring on their property can SHARE THE WEALTH so as to make bottling pure, clean water the #1 business in this county – THEN you have a County that you can be Proud to Live in where poverty & pauperism are replaced with PROGRESS & PROSPERITY!  It’s time to elect those that have the know-how, education, experience, and abilities to serve all the people all the time! 

THIS TIME…there’s no excuse…

REFERENDUM FOR COUNTY FUNDING OF NGOs!

A cursory review of the minutes of the county commission for the past fifteen years or so will quickly reveal that local ‘NGOs’ (Non-Government Organizations) have been raiding the ‘county till’ (i.e., treasury) to the tune of tens-of-thousands of dollars – with little to nothing to show for it to the Citizen-Taxpayers of this County who are footing the bills!  And this is all the more hypocritical when the current county commission forks over $80,000.00+ to a private NGO that allegedly works with a handful of ‘females-only’  no male allowedwhile the Durbin Library, which helps All Persons male & female, remains unfinished after several years of effort, along with the other county libraries that are collectively receiving less funding! 

The example in this instant case is the NGO calling itself, High Rocks Academy, a private organization started by Susan Burt(-Kinderman), and operated by Susan Burt and her daughter, Sarah (Burt-Kinderman) Riley, that rakes in an estimated three-quarters-of-a-million dollars per/year from private and government ‘sponsors’yet still comes before the county commission begging for more funding!  The tragedy is that High Rocks has received more funding as a ‘private-NGO’ than all FIVE LIBRARIES COMBINEDand still the Durbin Library remains unfinished!  There is a saying that ‘Charity Begins At Home’, but if the current county commission wants to be so magnanimous at trying to ‘buy votes & support’ then Common Sense should dictate that the ‘Hotel/Motel Tax’ should actually go towards ‘TOURISM’ as the law requires and those elements that support ‘Tourism’ – which the public libraries actually do – compared to whatever it is that High Rocks claims to be doing that allegedly ‘empowers young women’!  Maybe High Rocks should also submit a ‘petition’ to declare itself a RAD (Resort Area District) like Snowshoe so it too can become a ‘quasi-municipality’ since the funding it receives from the county-treasury is more than all other organizations combined – and as a whole more than that of Hillsboro or Durbin or perhaps even Marlinton itself!

Ironically when reading the statutory-laws regarding giving private NGOs public-funds, it appears that there very well may be a LIMITATION of only $1000.00 per/request per/organization – if so, then the current county commission has gone way, way, beyond what they are allowed to do by law when giving away pubic-funds!  And worse yet is that since NGOs are not government agencies, they have not provided any ‘cost-to-ratio-benefit’ as to just how providing them funds has been a BENEFIT TO THE MAJORITY OF CITIZENS of this county instead of paying the salaries of just a few private, non-government, individuals!  This is truly a matter in which,

‘THE COMMON GOOD MUST COME BEFORE SELF OR ANY SPECIAL INTEREST!’

Therefore, the first priority for a new county commission coming into its first meeting in January 2015 would be to require a legal opinion from BOTH the State Ethics Commission & the Office of the Attorney General regarding the stated LIMITATION of providing $1000.00 per/request per/NGO and whether or not that is indeed the limitation or not so that all the county commissioners and various groups and organizations will know what to expect in the future.  And the second priority for an honest & righteous local government should be to establish a proper county budget that includes all the county government agencies that come under the oversight of the county commission to have a proper budget set forth.  Then once completed and the budget is met as required by law – a list of all county agencies & NGOs looking for assistance could be compiledand a Public Referendum could be established so that the rank & file Citizen-Taxpayers can choose what NGOs, if any, should be funded with public-funds for the mutual benefit of everyone!  And it is also from public-funds such as this that Public Works Projects can be funded and unemployed folks put to work and these projects too can be chosen by priority by the Citizen-Taxpayers of the county for the mutual benefit of all!  

THIS TIME…there’s no excuse…

CERTIFY AN ACCOUNTING
FOR ALL COUNTY-OWNED-LAND!

Currently there are a lot of various size parcels of county-owned-land that apparently have not been compiled into a single list so that any given Citizen could verify the status thereof in order to establish a proper accounting for the county’s wealth & development.  And at the rate that the so-called ‘Greenbrier Valley Economic Development Corporation’ (GVEDC), a private-corporation that claims to be a ‘quasi-government agency’, has been looting Pocahontas County for its own ‘corporate-gain’ – there is no telling at the present time just how much WEALTH this county has lost to the GVEDC and to its cronies!

That’s the BAD NEWS but the GOOD NEWS is that if NORMAN LEE ALDERMAN (REP-SD) & PATTI HEINEMANN (DEM-ND) are elected in May & again in November – then at THE FIRST MEETING of the new COUNTY COMMISSION in JANUARY 2015the GVEDC will have to begin paying back every penny that they have stolen from this county as a matter of law & fact!

In the meantime, it’s now a known fact that within the last six-years that this county has had to suffer with David ‘chicken-little’ Fleming as a county commissioner (Dem-ND), he has groveled at the feet of the GVEDC for every free-meal that he has eaten as a member of their self-serving ‘board’!  And now the same can also be said about William ‘Billy-Bob’ Beard, Jr. as a county commissioner (Dem-SD), since he too is now on the GVEDC ‘board’ also bought with free-banquet meals & perks paid for by Pocahontas County money!  In fact, unverified 'hearsay-rumor' has it that at the last ‘free-banquet’ attended by both ‘Chicken-Little & Billy-Bob’, upon entering the dinning hall they were offered a meeting bulletin but turned it down telling the receptionist that they were ‘just there for the food’!

Rumor also has it that Fleming knows his betrayal of the Voters in Green Bank and the Northern District in particular, and the county in general, may very well see him ‘fired’ by the Voters and removed from the county commission – so ‘Chicken-Little’ is trying to get hired by the GVEDC, and if not by them, then at least by Snowshoe Mountain, Inc. for as long as Intrawest & Fortress can exist living-off a ‘RAD’, if & when, forced upon the backs of the mountain property-owners and workers!  So what’s next, a 20% or more ‘pay-cut’ from all employees except ‘management’?  We will all know soon enough since both Fleming & Beard can ‘review’ the RAD-proposal and call for a vote of all property-owners anytime after 17 May 2014!

That’s why a full-accounting is required to determine just how much county-owned-land has been transferred to GVEDC & its cronies, and how much is actually left!  A recent Citizen-Taxpayer lawsuit filed against the Pocahontas County Commission (PCC) challenged the ‘secret-transfer’ of three acres of public land in Green Bank held in Common from the PCC to the GVEDC and from the GVEDC to a private-for-profit corporation, owned by Jacob Meck, who now operates over seven-businesses on those same three-acres all using the same address and none paying any property-taxes!  The same lawsuit also challenged Meck’s request for nine-more acres so he could establish, in seasonal wetlands, six-open-pit ‘settling-ponds’ to store IN EACH POND upwards to 50,000 gallons of ‘raw-human-toxic-sewage’, plus establish 100,000 gallon storage tanks for a ‘tank farm’!  All toll about 1.5 MILLION GALLONS of Snowshoe & Silver Creek ‘sewage’ would be stored across the road from the Green Bank Senior Citizens Center, a new Medical facility, and a proposed new restaurant!  The Idea for establishing the ‘Sewage-Pits’ originated & was endorsed by both the GVEDC & the county Chamber of Commerce! With nefarious ‘economic development’ such as this – who needs anymore enemies stealing land & money from Pocahontas County? 

And the real irony is that the Chamber of Commerce is supposed to support ‘TOURISM’ that is supposed to ‘enrich’ us all, right!  Well perhaps member Kenneth ‘Buster’ Varner, who is rumored to own more businesses in Durbin than all other businesses combined, plus is the titular Agent of the ‘Latino Immigrant Reservation’, similar to an ‘Indian Reservation Agent’, for Buster’s close association & work in housing & transporting Latino workers to both Snowshoe & Silver Creek, and to Intrastate Lumber, etc. – perhaps THAT is what is meant by ‘creating jobs’ here in Pocahontas County!  Bring in foreigners and leave locals JOBLESS!  And this is the same ‘Buster’ that sat on his hands as a member of the county solid waste authority while his neighbors were being sued by a collections-agency hired by Ed Riley, also of the solid waste authority!

Yet according to the exhibits filed in the recent Citizen-Taxpayer lawsuit, when all is said & done, the GVEDC will have sucked in excess of $1.5 Million from this county in the form of an ‘annual membership fee’, combined rental income for all county-land under their control already, ‘maintenance fees’ under GVEDC control, and ‘grants for feasibility studies’, etc.!  IF the GVEDC has its way, it will do the same to Marlinton that is has done in Frank, Green Bank, Edray and elsewhere so far!  Gain control – charge rent – and take the funds to Greenbrier County to hold their parties & wine & dine the likes of ‘Chicken-Little & Billy-Bob’.  And we all know who the ‘bagmen’ are by now, none other than banker Phillip Cain & his sidekick Joel Callison of the ‘Dean/Callison Gang’!  Since these two have been at it for over 25 years so far – they are the real titular heads of the ‘Poverty Preservation Society’ for everyone else but themselves!

However, ‘JUDGMENT DAY COMETH’ – the state law requires the GVEDC to pay all those taxes – so having NORMAN LEE ALDERMAN (Rep-SD) & PATTI HEINEMANN (Dem-ND) elected in May & again in November should create quite an historical event at the first meeting of the new county commission in January 2015! 

Let’s make the first meeting a ‘Day of Celebration’ as a local Honest Government is restored!  Consider this:

  Who wouldn’t like to see Phil Cain & Joel Callison &
      other members answer questions regarding the
      GVEDC and its theft of county-land & funds?

   Who wouldn’t like to see Ed Riley & other members
       answer questions regarding the county solid waste
       authority and its illegal lawsuits & Abstract of
       Judgment Liens? 

   Who wouldn’t like to see Reta Griffith, as General
       Manager of Frontier Communications, answer
       questions as to why Frontier has a monopoly in this
       county, its egregious overcharging, & poor service?

    Who wouldn’t like to see top officials of Snowshoe
        answer questions regarding their request for the
        designation of a RAD – and the real reasons
        behind it?    …and…

    Who wouldn’t like to see top federal officials
        answer questions regarding their real reasons to
        establish a new federal park here in this county
        called, ‘The Birthplace of Rivers National
        Monument’?

Image just what a Moral, Honest & Righteous county commission can do to STOP ‘THE POVERTY PRESERVATION SOCIETY’ in this county and appoint a new Pocahontas County Economic Development Authority (PCDA) as authorized by State Law – staffed with honest Folks!
