AN ANNUAL AUDIT
&
CERTIFIED BUDGET
For all government agencies!

Not only does the Federal Government require ALL government agencies, i.e., federal, state & local, to provide an ‘annual audit & certified budget’, but it makes Common Sense for everyone to know exactly where any given government agency stands financially since their sole purpose is to serve the general public.  And guess who is supposed to be the oversight for each government agency in their respective county?  Yep!  The county commission!

But does anyone as a rank & file Citizens know the budget for the Pocahontas County Solid Waste Authority (PCSWA)?  Nope, didn’t think so?  How about a ‘certified budget’ for the PCSWA?  No, not that either?  So how does the public or the county commission know for sure just how much funds the PCSWA has available at any given time?  Dah, we don’t?  It’s as simple as that – but the State Law also requires all public funds to be held in escrow by the ‘Ex Officio Treasurer’ of the county which the County Sheriff!  So how come Ed Riley of the PCSWA has been a member for almost 25 years now – AND ALWAYS IN CHARGE OF ALL PCSWA FUNDS – yet has failed to make a public accounting of those funds – or what private-banks he has ‘hidden’ all the ‘Certificate of Deposits’ (CDs) in through the years?  And the whereabouts of the almost $1 Million – Where—Oh—Where  might that possibly have been ‘misplaced’  these days?      

Yeah, you guessed it – it’s about time the ‘Men-in-Black’ start asking these very same questions – especially since the PCSWA has initiated all these unlawful civil law suits against the HUNDREDS-OF-CITIZENS in this county the past few years!  Who authorized Riley to do this?  NO ONE – HE DID IT ON HIS OWN WITH A COLLECTION-AGENCY-LAWFIRM IN ELKINS!  Well now it’s about time that he & the rest of the PCSWA answers for their wrongdoings!  Perhaps a nice ‘class-action’ lawsuit against Riley & his cronies is about due to be filed, with a twist of ‘RICO’ thrown in for good measure!  Just think – the county commission and a half-dozen other government agencies can be thrown in for good measure as well -- just to see who really is supposed to be in charge!  Ya, gotta admitPocahontas County has always been a real ‘target-of-opportunity’ since the public officials either don’t know, or don’t care about their respective duties & responsibilities!    

At any rate, there are standards set by the Governmental Accounting Standards Board (GASB) that are not being followed!  And there is the Office of Management & Budget (OMB) that’s responsible for the Administration Procedure Act (APA) that's also apparently unheard about in this county!  And then there is the Codification of Governmental Accounting & Financial Reporting Standards (CAFR) that are supposed to be followed as well.  Come to think of it, didn’t each county commissioner, and all other public servants, each take an ‘Oath-of-Office’ to uphold & follow the Federal Constitution & its Laws, as well as the State Constitution & its Laws?  Oh, yeah – it sure is a ‘target-rich’ environment & then some!

So far only two candidates have had the courage to speak out about these very important Issues…

  If you are registered to vote, but with no party
      affiliation, then you must request Loud & Clear either

      you go to the polls;  &
  Since Norman is unopposed, he recommends that you 
      request a Democrat ballot to vote for Patti so that this 
      county can again have an Honest & Just county 
      commission!
   Early Voting is from 30 April 2014 to 10 May 2014 – so
       Vote Early & avoid the rush!
